Good rule of thumb is if there's multiple possible classifications, the safest bet is the lowest sensible option. Most people and routers don't really care about nitpicking at the low end, but on long distances, how the high end gets classified matters quite a bit for more rapid elimination of lower quality routes. |

It's not a particularly well travelled route, so I don't really think upgrading it was particularly warranted. In general if there's two highway=* values that could apply, the lower of the two is probably the better option.
