I might speed through and just tag sidewalk=whatever on the main way as a rough cut, if I fancy doing some detail mapping on something, I might then search for sidewalk=* !highway=footway to get a start for the todo list plugin, and then detail map the sidewalks. |

Tagging the way as sidewalk might work for situations like a cycleway where the sidewalk is part of the same pavement and not separated by a curb or grass or what have you. Tagging the sidewalk separately is better when there's an obstacle like a curb in the way between the sidewalk and the street. This also helps find you the ideal places to cross the street and the ideal side to walk on as well. For the vehicular portion of the street, depending on local ordinances regarding jaywalking, it may be wise to add foot=no where sidewalks are mapped as separate ways to discourage pedestrian navigation down the street instead of a sidewalk. |
