On the circular path you tagged as a footway with motor_vehicle=designated...is this an alleyway? If so, the motor_vehicle tag could be dropped and highway=service, service=alley would be a better fit.

Comparing to Bing and Esri aerial imagery, it appears that you have moved City Hall from the location both aerial imageries agree is the base of the building, to the outline of the roof of the building, and flattened the round side of the building. What was intended?
