The building isn't floating above ground, and shouldn't have a layer tag. The part of the road that passes under the building should be tunnel=building_passage or covered=yes

Inaccurate ref changes, also please stop stomping on properly expanded words by abbreviating them in key values. If people need the abbreviation, they'll shorten it algorithmically at time of consumption, not in the source data.
