Road names, types, and new roads and paths

Removed a vestigial relation member from the OLT route relation.

Since this jumble of ways disallow motor traffic, I think it's unhelpful for rendering purposes that they be tagged as track roads.

Drew paths and created the Millville River Trail relation.

This is not a mtb path and should not have an IMBA scale rating.

Created a local walking route for downtown Hammonton's Craft Beer Trail.

Hammonton has two green/white Bike Route signs - at Central & Park and Park & EH Rd - and evidently also considers the yellow Share the Road signs as part of its loose bike route.

Old City Market Street bike lanes. Westbound is open from 2nd to 6th, eastbound is closed between 4th and 2nd.
