Added and improved bike lanes of various types

It's unclear how/where Bike Route 31 connects from W 30th & West Ave to the next sign at Shoal Creek Blvd & Hancock, or where it goes from 7th & Nueces, but the rest of the route is accurate now.

I hope it's not redundant - and I don't think it is - but I created the Shoal Creek Greenbelt Trail relation. It will probably need to be combined/de-duplicated/related with the existing Shoal Creek Urban Trail and Shoal Creek Park Trail relations.

Created the Barton Creek Greenbelt Trail route relation for the main line of the trail.

Completely audited and revised Austin bike route # 22

Removed Austin bike route relation # 7 (Spicewood Springs Rd) because it is no longer signed physically and can't be verified/accounted for digitally. Added bike lane tags to Spicewood.

Removed Austin bike route relation # 5 (Beckett & McCarty) because it is no longer signed physically and can't be verified/accounted for digitally. Added bike lane tags to Beckett.

Many updates & corrections to the Cycle The City bike route. Made path types consistent, added surfaces and crossings, added forward roles for clockwise travel, and details to the route relation.

Fixed Bike Route #4, and most of Bike Route #6, which needs some help with a new 2023 two-way bike lane near MoPac/Burnet/Gracy Farms Lane.

Removed the route relation for Austin Bike Route #2 and unnamed Cedar Park bike route relation because they are no longer signed or designated in any way, physically or digitally. Added bike lanes to Reagan and Parmer; "shoulder" tags could be added too.

Added marked cycle crossings, removed redundant sidewalk and path access tags, and simplified some crossings for the VCT.

Aligned City Park Road to imagery for better routing. Despite no sharrows, and only a few Share the Road signs, I added shared bike lanes. This was Bike Route #1 decades ago, but no signs exist (anymore?), so I removed the route relation.

Drew and aligned sand roads and paths, added details like bollards, gates, and access tags.

Big update to TNP trails based on the 2020 PDF map. Created new MTB route relations for the MTB trails, adjusted access tags to be inclusive/exclusive where necessary, aligned trails & roads to imagery, and unsnapped boundary lines from roadways.

Added a bike access ramp between a roadway lane and a sidepath.

This sidewalk should not have the tag cycleway=shared. It is not a legally bikeable way.
