The D&L is not only or simply a Cycle Path; it's a multi-use path. It does need bicycle=yes for apps to route properly. Bicycles=permissive in inaccurate. Also added crossings, nodes, surfaces, etc.

Redrew IRT to imagery for better routing, unsnapped paths from boundaries & landuses, added crossings, surfaces, made path type general. The IRT is officially specified as only a multi-use path, not designated for activities so access=yes is more accurate
