These two roadways were missing access tags that match the other roadways in the Capitol Grounds area, which prevented foot and bike routing.

Added 5100-7300 W Villard back to the Milwaukee City bike route network; it was missing for some reason. An important connection between N 52nd and Grantosa.

Some inconsistent access tags prevented proper routing. Members of the HAST (including North Bank/Chickadee) are designated for foot and bike travel, Paso de la Rama allows both but isn't designated, and the the River Ramble is a foot path only.
