Highly unlikely to be made of gravel? Most likely paved?
I found a thread while searching info about sidewalks on google, someone pointed to this bridge... and the author said that they made up the surface=gravel because some specific surface wasn't available in presets. Sadly i lost the link soooo i request a survey.
