Join the two bits of Helmecken Road

Trace VGH, and its parking lots.

Hook up Helmcken road with its intersection at Wilkinson

Traced what I presume are several schools. Probably Spectrum, Marigold, and... Have to check, though.

Add residential roads around PFC. Demote Burnside to a tertiary -- seems right for a pretty rural road.

Fix up missed tag updates on burnside.

Add the missing bit of Burnside Road

Fix up burnside road -- rename the bit at Interurban to match that in view royal, hook up and name the bits of burnside already in the DB but not tagged

Fix tagging on some gates; Tagging changes around VGH (names, emergency access)

Remebered to add an area=yes tag for the colwood public works yard

A bit more work on Pacific Forestry Centre. Cleanup mostly.
