Add bike/pedestrian path between NW 20th Ave & NW 21st Ave here. Asphalt paved, ~10' wide, bollard controlled access

Scouted (on foot with GPS) the east end of way way/166537673 in summer 2020 and couldn't find evidence this way "segment" still exists as a viable/identifiable path. Made edits to "description" to indicate it is overgrown / abandoned (but not sure about its western portions).
