OSM does not have a landuse that would encompass all of these different elements, but it is certainly not Residential. Perhaps this landuse area simply needs to be deleted.

As noted in the FIXME tage, North Bypass has been twinned when it is not dual carriage way. The center section is painted with cars making turns using it in Bing imagery.
