Should Elsfield Road and Oxford Road through Marston be tertiary?

Pro:
- they distribute village traffic to the more major roads, library, and schools
- route to the Victoria Arms for visitors
- a bus route
- certainly a bit more than just residential minor roads

Cons:
- still quite narrow
- no centre line (but many far clearer tertiaries within Oxford don't have them either)
- restricted to destination only (unless you're a bus)

Potential consequences:
Probably Old Marston Road in New Marston is tertiary too, if these are.

Encountered a duplicated 55 here on the end of what I've redone as an odd-number 'addr:interpolation'. I've demoted it to 53, but the numbering might need checking.

[for info and to save me the bother of remembering it in future]:
Based on the Mogridge Drive numbering, these are street addresses ('addr:housenumber') that just happen to be physically inside an apartment block. That means the building name does not form part of the address: they can't each individually be "Russet House", that's a separate object. If they were 'addr:unit's, things would be different, but they aren't. 'addr:interpolation' cannot interpolate 'addr:unit' or 'addr:flats', just 'addr:housenumber' nodes on the end, *such* a pain. Blame the folks who came up with the Karlsruhe addressing schema for OSM, not me!
