Bus S7: finish Witney to Oxford. Also fix lane count on Akeman Street/Stratford Lane, adjust the S7 turning loop, and add some missing stops

Delete defunct bus services (7, 2B, 2C, 2D). Please add their replacements to the route_master rels, and/or convert existing PTv1 routes there.

Bus 2 and friends: add a grouping route_master. The 2B/2C/2D are no more and will be deleted in a later change, and the 2 and 2A need to be converted to real PtV2 route pairs.

Bus S7: create route_master. I think the variants that go by S7 replace the old 7 route to some extent, so I'm including the old route to make the histories a bit nicer. The new ones should be added, and the old pre-PTv2 route deleted (eventually).
