Yes, users of our data, like garmin, are generally expected to know our predetermined values and respect them, this avoids cluttering the map with device specific rules. I am honestly surprised a respected mapping provider like Garmin has this issue, but I feel you'd potentially have a better time by emailing garmin support than by inputting the default values on every road

As they are a device specific fix, the tags are likely to end up deleted when people do map cleanups. Because it is the default value being explicitly reapplied, meaning if Spain were to change the law on cycling access, we'd have to manually fix it.

There seems to be a software problem in your garmin device, N words are bicycle=yes by default, we suggest contacting garmin and telling them to issue a software fix for your device rather than editing the entirety of spain with a device specific fix.
