Now, I saw you comments,
I assume the OSM-wiki is common sence. I only changed wikipedia-tags in the way it is explained there.
I'm not sure, if everything needs discussion. Else we could daily discuss which tags are used for buildings and in which language (only english tags, or also german "ja" instead of "yes" etc ...)
I would think there is a common base scheme, as described in the OS-wiki, and it does not require questioning many years old rules.

But, now I wonder why there is only 1 OSM object having tag ISO3166-2=GB-BFS (which is this one here). Then something important is missing.
